Each browser leaves fingerprints. As you can see your browser has a unique ID, so if scraper or hacker change his IP address we can still block him from accessing your site by browser ID. It's easy to change IP address but to change browser ID for each session can be pain for scrapers. You can try it yourself. Open this page from your phone with Wi-Fi, then disconnect from Wi-Fi and open this page with 4G, you will see that your IP address has been change but you still got the same Browser ID.
